Abstract: We continue our research on the diagnosis of the level of flare activity in different active regions by means of structure functions (parameters of the turbulence state). In this study we used measurements of the photospheric magnetic and velocity fields obtained before the flare onset. The study shows that the state of turbulence in an active region varies in accordance to the level of its flare productivity. For example, a "quiet" active region has classical Kolmogorov turbulence, while active regions which produce strong flares display significant deviations from classical Kolmogorov turbulence. We discuss the observed phenomenon in terms of complexity of photospheric structures.
