From our Team telecon
Wednesday, November 1, 2000:

* Project items for IMPACT

- Project has asked that IMPACT present its
budget descope plan, to meet the post Phase-A
Report cost cap for phases A-D, next Tuesday.
SEP and Boom Suite groups are working to meet
  comparable reduction goals. Unfortunately,
all non-hardware items such as pre-launch
science and EPO will be hard-hit. Janet
will contact those affected this week.
SEP and Boom Suite team budget discussion
will occur end of this week.

- Schedule/Budgets: No-Cost extensions to
the end of November should be in effect. UCB
subcontractors please let us know if you have
not been contacted. Phase B should start up
in December based on the Phase A Report
Budgets, but signed-off copies have not
yet been requested, and of course the Phase A
  Report Budgets will be altered.

- Peer Reviews. We have requested to delay the
requested Software Review. Project agreed but
would still like answers to the questions Dave
Curtis distributed. SEP please respond after
the budget matters settle down. Dave has
  already submitted answers for IDPU.

- ITAR: LOAs have been sent out from NASA.
Project asks that our non-US CoIs contact
their LOA recipients in case there are questions
about the Project or the LOAs. Drafts of
  Technical Assistance Agreements (TAAs),
between JHUAPL and our non-US CoIs,
have been sent out for comment. Comments
Janet has received have been forwarded to
APL. Please let Janet know your disposition
on these agreements if you have not already
done so (even if you cannot sign such a
  document).

* Instruments

- Boom Design studies are underway because of
the role they play in the budget strategy.
Ask Dave Curtis for a copy of the new boom
design proposal if you are interested in
  the current plan.

- SEP needs to resolve remaining FOV issues
and bracket design issues with APL on
  the redesigned spacecraft (Tycho)

- ESC and Solar Array situation is still
  under study at Maxwell Technologies.
  Contact Davin Larson for information.
  Project decision to relax conductivity
requirements on the solar arrays has essentially
been made, in part to resolve budget problems.
An updated, revised and expanded document on
ESC, EMC and MAG cleanliness by Ogilvie, Acuna and
Manning is available. Contact Keith, Janet or
  Dave Curtis for a copy.

* Other

- Tycho will support Contamination Committee
  activities for IMPACT

- Dave Curtis still needs to know what was
spent during Phase A and Bridge by GSFC
team members (533s type information) for
  the record
